Accessibility Statement

This accessibility statement applies to www.hattonparish.gov.uk.

Commitment to accessibility
Hatton Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018.

This website aims to meet the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard.

Compliance status
This website is partially compliant with the WCAG 2.2 AA standard.

The council-controlled website content is largely compliant, with no critical accessibility errors identified during testing. Some minor issues exist, including alerts identified through automated testing and limitations within third-party Wix components, which are outside our control.

Results of accessibility testing
The website was last tested on: 22 April 2026.

Testing included:

  • Automated testing using the WAVE Web Accessibility Evaluation Tool

  • Manual testing, including keyboard-only navigation and focus visibility checks

A representative sample of pages was tested, including:

  • Homepage

  • Agendas & minutes

  • Gallery

Summary of results

  • Homepage (AIM Score: 9.5 / 10)

    • No critical errors were identified. A number of minor accessibility alerts were present, primarily relating to:

    • Repeated alternative text on nearby images

    • Long alternative text (including visually hidden elements)

    • Very small text (visually hidden elements)

    • Link to a PDF document

These alerts are low impact and do not prevent users from accessing content.

  • Agendas & Minutes (AIM Score: 7.1 / 10)

    • A minor issue was identified relating to a form label that does not contain content.

    • This issue originates from the Wix File Share module, a third-party feature used to host and display documents. It does not prevent users from accessing or downloading files.

  • Gallery (AIM Score: 9.8 / 10)

    • 1 contrast warning identified (relating to a visually hidden navigation feature used for keyboard navigation)

Testing confirmed:

  • No critical accessibility errors

  • Keyboard navigation support

  • Clear and visible focus indicators

  • Structured, readable content

Accessibility observation
A contrast warning was identified relating to a “skip to content” link. This element is visually hidden by default
It becomes visible when accessed via keyboard navigation (e.g. using the TAB key) It is fully functional and supports accessibility best practice. This behaviour is intentional and does not present a barrier to users.

Non-accessible content
Third-party hosted files and components (Wix File Share module)
Some accessibility issues relate to third-party Wix components used to host and display documents. These include:

  • Empty form label within the Agendas & Minutes section

  • Redundant or hidden elements flagged by automated tools

  • This issue originates from the Wix File Share module, a third-party feature used to host and display documents. The structure and accessibility of this component are controlled by the Wix platform and cannot be directly modified by the council.

These components are:

  • Not developed by Hatton Parish Council

  • Not under council control

  • Hosted on a third-party platform

Impact
These issues are minor (WAVE alerts, not errors) and are unlikely to present significant barriers to users.

What we are doing

  • We have reviewed these issues and confirmed which are within council control and which relate to third-party components

  • We are actively monitoring the Wix platform for accessibility improvements

  • Where possible, we will reduce reliance on third-party modules and explore more accessible alternatives

  • We will continue to improve content structure, including alternative text, headings, and link clarity

  • We will provide accessible alternatives on request

Content not within scope of the regulations
The following content is exempt from the accessibility regulations:

  • Third-party content not funded, developed, or controlled by Hatton Parish Council (including Wix-hosted content)

  • PDFs and documents published before 23 September 2018 (unless essential to a service)

What we are doing to improve accessibility
We are committed to ongoing accessibility improvements and will:

  • Maintain high accessibility standards across all council-controlled pages

  • Ensure new content meets WCAG 2.2 AA requirements

  • Review and improve content where feasible

  • Provide alternative formats when requested
