General
In April 2012 local communities were given legal powers under the Localism Act 2011 to develop Neighbourhood Plans.
Neighbourhood Planning is a government initiative to empower local communities to help make and take forward planning proposals at a local level; to put in place a vision and policies for the future development of our area. It is a planning document which is produced by the parish council with contributions from, with the support of and in consultation with the community.
The idea being that local people will drive and then help to shape how their local communities grow and develop over the next coming years and it can be used to choose where new homes, shops and employment should be built, protect important local green spaces and influence what new buildings should look like. A plan could be wide-ranging, or deal with one or two issues only. It could be detailed, or simply set general principles for development but if approved by a referendum, it will become part of South Derbyshire District Council’s planning policy. It will provide guidance to planning officers when planning applications are decided.
The NDP policies cannot work against the Local Plan and it must have regard to national planning policy and in general conform with strategic policies in the emerging Local Plan but it can influence the location and type of housing which will benefit the community. It can aim to protect and improve the retail provision in the village and the recreational facilities.
Neighbourhood Plans are prepared by town or parish councils, where these exist, or by a neighbourhood forum. Now the neighbourhood area has been approved, South Derbyshire District Council as the local planning authority has a duty to support and advise our neighbourhood group in taking forward a neighbourhood plan.
The Parish Council is keen to involve local residents in having a say in the future of Hatton parish and is looking to form a working group made up of residents and councillors to put together the Neighbourhood Development Plan.
The plan covers the whole of Hatton parish and is looking to influence planning over the next 10 years based on wide consultation events and surveys. The plan will set objectives on key themes such as housing, business and employment, community facilities and how we get around the parish (roads, transport, footpaths). SOUTH DERBYSHIRE DISTRICT COUNCIL APPLICATION TO DESIGNATE A NEIGHBOURHOOD AREA
ADVERTISED UNDER TOWN & COUNTRY PLANNING ACT 1990 NEIGHBOURHOOD PLANNING (GENERAL) REGULATIONS 2012 FORMAL NOTICE OF APPLICATION FOR DESIGNATION OF THE PARISH OF HATTON AS A NEIGHBOURHOOD AREA
Notice is given that South Derbyshire District Council has received from Hatton Parish Council an application under Regulation 5 of the above Regulations for the Council to designate the area comprising the Parish of Hatton as a neighbourhood area within the meaning of Section 61G of the 1990 Act.
A copy of the application may be inspected on the District Council's website at www.southderbyshire.gov.uk/neighbourhoodplanning
or between the hours of: 8.45a.m. (9.30 a.m. on Wednesday) and 5 p.m. on weekdays (4.30 p.m. Fridays)
at the Civic Offices, South Derbyshire District Council, Civic Way, Swadlincote, Derbyshire, DE11 0AH.
